DELINQUENT UTILITIES CERTIFICATION
 
Background
At the November 15, 2012 Council Meeting, the City Council adopted Resolution 12-149, certifying delinquent utilities accounts to Anoka County for collection with 2013 property taxes.  Discussion of the item centered on the increasing dollar amount levied as well as the increase in the number of accounts certified for collection since a 2003 ordinance change whereby the City is no longer authorized to shut off a property's water access for failure to pay on the account.  At that time, Council requested staff to place this topic on a Workshop for discussion.  Specific items that Council asked staff to research were the comparative costs of shutting off accounts versus allowing delinquencies to build and collecting on these accounts in the following year; and reviewing records for those accounts that have a history of delinquency and certification over the last two to three years.
 
Finance staff is in the process of compiling this information for presentation and discussion at the January 10, 2013 Council Workshop.
