APPROVE 2016 WATER TREATMENT CHEMICAL BIDS
Background
Bids were advertised and received for water treatment chemicals for 2016. We received and opened two bids for various chemicals on Monday, November 23, 2015. Chemicals utilized in water production are Chlorine, Sulfur Dioxide, Fluoride and Phosphates. The bid was based on the average amount of chemicals used for water pumped. If more water is pumped in 2016, the chemicals purchased will be increased. Again, this year staff is recommending that the awards be made to both companies on the low bid products.
Proceeding in that manner results in Hawkins being awarded our Polyphosphate, and 150# Chlorine cylinders for $10,732.00. DPC Industries will be awarded the remaining chemicals, Fluoride, 1 ton Chlorine, Zinc Orthophosphate and Sulfur Dioxide (1tons & 150#) for $89,670.00.
The chlorine and sulfur dioxide were greatly reduced in anticipation of the filter media replacement at all of the water treatment plants in 2016. A pilot study was perform this summer with the primary goal of finding a media that will effectively remove the iron and manganese and not break down, dissolve and consequently lessen our filters’ effectiveness. As a result of the pilot study and the selected media, not only will the filter runs be longer, it will require considerably less chemicals.
Recommendation
Staff recommends award of the Water Treatment Chemical bid for 2016 to low bidders for each chemical, DPC Industries, Inc. for $89,670.00 and Hawkins for $10,732.00 and authorize the purchase of these chemicals for water treatment.
