Proposed Municipal State Aid Route Revisions

Executive Summary
Staff request Council approve the resolution revising Municipal State Aid routes. This resolution is required in order for the Commissioner of Transportation of the State of Minnesota to approve these revisions and allow staff to update the City’s State Aid Needs. The requested changes were discussed at the February 22 City Council Workshop.
Background
The Municipal State Aid (MSA) program provides funding to assist municipalities with the construction and maintenance of community interest streets on their state aid systems. The program goals are to provide users of the secondary roadway system with safe streets, adequate mobility and structural capacity, and an integrated transportation network. In order to be included in the MSA system a city must have a population of at least 5,000. Within each eligible city, up to 20 percent of the local streets and county roads may be designated as MSA system. A street must meet certain criteria to be selected as a MSA system route. MSA system is funded from the Highway Users Tax Distribution Fund. This funding is distributed to each city annually each January following a formula provided in Minnesota Statutes 162.132. In short, the main factors in determining distribution for funding is a City’s population and the Average Daily Traffic (ADT) volumes on the designated MSA system routes.
The program is administered by MnDOT’s State Aid for Local Transportation. Each year all State Aid cities are required by statue to report their construction Needs and make any system revisions by May 1st. All revisions must be approved by the District State Aid Engineer and by City Council Resolution. At the end of 2022, the City of Blaine has 4.47 miles of road to designate as MSA routes. Staff has reviewed our current state aid street designations, traffic volumes on our MSA and local system, and is recommending the following changes (see attached map).
Revoke the following Streets (0.70 miles total):
1. Route #145 - 121st Avenue (0.70 mi) from Woodland Pkwy to Sunset Avenue (CR 53).
Add the following streets (4.64 miles total):
2. 105th Avenue (0.56 mi) from University Avenue (CSAH 51) to Jefferson
Street.
3. Clover Leaf Pkwy (1.03 mi) from 99th Avenue to Polk Street.
4. Naples Street (0.96 mi) from Lake Drive (CSAH 23) to 95th Avenue
(CSAH 52).
5. 123rd Avenue (0.29 mi) from Lexington Avenue (CSAH 17) to Lever
Street.
6. South Lake Blvd & North Lake Blvd (1.80 mi) from Lakes Parkway to
125th Avenue (CSAH 14).
Add shared the following streets (0.25 miles total):
7. 87th Avenue (0.25 mi) from Lexington Avenue (CSAH 17) to East City limits.
Note that the City of Circle Pines has requested Blaine add 87th Avenue to its system so they may add the extension of this route through their city to their system. Also, a portion of Naples Street (0.25 mi) is shared with the City of Lexington but as Lexington is not an MSA City the full length for this segment is being shown.

All of the above proposed changes would potentially benefit the city with a higher distribution of MSA funds for construction and maintenance.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for consideration, and that upon the approval of the revisions of said roads or portions thereof, that same be maintained as a Municipal State Aid Street of the City of Blaine.
