Background
Through investigating an odor complaint, it was discovered that the sanitary sewer manhole that conveys the flow from Lift Station #13 to #12 is deteriorating. This deterioration is due to the hydrogen sulfide gas and extreme scouring that occurs from the discharge of Lift Station #13. This lift station (LS13) is one of the City's most highly active stations that pumps an average of 400,000 gallons of sewage per day. The concrete manhole has lost approximately 2 to 3 inches in thickness of its original design of 6 inches, to the point where the gaskets between the sections are now visible in the manhole.
 
Staff consulted with the Engineering Dept. and requested assistance in the repair / rehabilitation. Two contractors were called to provide recommendations of our situation. The first was to install a new manhole and epoxy coat the interior to eliminate future conditions of the same. This cost would be approximately $120,000.00. The second was a specialty contractor that would install a steel liner in the manhole and backfill the annular space with concrete, followed by an epoxy corrosion barrier. The cost of this rehab, $15,500.00 is by far more economical and less complicated. It may also be possible to extend the pipes to reduce the amount of turbulents that could be contributing to the odors. Staff is recommending an additional $7,000.00 be added to this project for traffic control and possibly pipe extensions.
 
While this is not yet an emergency repair, staff feels that it is vital this rehab occur as soon as possible to reduce the risk of total failure of this structure.
Staff is recommending Council award the quote from Thul Specialty Contracting, Inc. for $15,500.00 and an additional $7,000.00 for traffic control and contingency.
 
Recommendation
By motion, approve the quote from Thul Specialty Contracting, Inc. for $15,500.00 and an additional $7,000.00 for traffic control and contingency to be funded from the Sewer Utility Fund.
