Executive Summary
Pursuant to the City’s purchasing rules, Staff is bringing forward the attached quotes for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Sunnyside Park.
Background
The City Council discussed the Sunnyside Playground replacement project at the November 7, 2022, Council meeting. The Council consensus was to move forward with the Sunnyside playground replacement project. During the December 5, 2022, Council meeting, Finance presented the preliminary Capital Improvement Program which included budgets for all projects proposed in 2023.The Council approved the 2023 Parks Capital Improvement Program budget which appropriated $110,000 for the Sunnyside playground replacement.
Utilizing cooperative purchasing contracts, Parks and Recreation staff requested a quote for playground equipment provided by Landscape Adventures and playground installation by Flagship Recreation for Sunnyside Park. The quoted cost of the playground equipment is $77,903. The quoted cost of the installation is $32,069. Staff recommends accepting the quotes for a total project cost of $109,972. The quote included the following.

Staff, under the cooperative purchasing contract of U.S. Communities Government Alliance would utilize the USGA pricing structure and purchase the playground equipment line manufactured by Landscape Structures and supplied by Flagship Recreation. Using the USGA cooperative will save the city over $6,500. As part of the process, staff met with Flagship Recreation to develop design concepts for the park. From that meeting, two concepts were identified. Staff presented two options to the Park Board which recommended the attached design.

Board/Commission Review
The Park Board reviewed the project at the September 27, 2022, meeting. The board recommended that the City Council proceed with the project.
Financial Impact
Council appropriated $110,000 in the 2023 Parks and Trails Capital Budget that was adopted in December of 2022. Adequate funds are available to complete this project.
Public Outreach/Input
Reviewed by Park Board at its September 27 meeting. No additional outreach required.
Staff Recommendation
By motion, accept quotes for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Sunnyside Park for a total cost of $109,972.
