Background
The applicant, White Pine Senior Living wishes to construct a senior assisted living facility on the northeast corner of Marina Circle NE and Harpers Street NE.  The site is currently zoned DF (Development Flex) with a current land use of HDR (High Density Residential).
 
The proposed final plat includes one (1) lot and one (1) outlot.  The senior assisted living project being proposed will be located on Lot 1, Block 1 of the plat.  
 
The applicant will need to work with the watershed to satisfy their minimum requirements.
 
The City may be required by Anoka County to share in the costs of future improvements to 125th Avenue including intersection improvements, traffic signal installations and roadway widening.  The City reserves the right to assess a portion of such future improvement costs to parcels located within this plat, pursuant to MN Statutes Chapter 429.
 
Outlot A is proposed to be used as a drainage/ponding area.  
 
The final plat is consistent with the approved preliminary plat Resolution No. 08-107. With this plat an additional 44 housing units will be created for a total to date of 2,606 of the 3,000 housing units planned for The Lakes.
 
Recommendation
By motion, approve the Resolution.

      WHEREAS, an application has been filed by White Pines Senior Living as subdivision Case No. 13-0055; and
 
      WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
 
OUTLOT A, WHITE PINES SENIOR LIVING AT THE LAKES OF RADISSON, ANOKA COUNTY, MINNESOTA.
 
      WHEREAS, the Blaine City Council granted preliminary plat approval on August 7, 2008, subject to the stipulations as contained in Blaine City Council Resolution No. 08-107; and
 
      WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for White Pines Senior Living at The Lakes of Radisson Second Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
 
1.      Park dedication for this project has been calculated and covered by the previous Park Development Agreement which is based on 3,300 housing units and 11 acres of commercial/retail within The Lakes development.
 
2.      The City may be required by Anoka County to share in the costs of future improvements to 125th Avenue including intersection improvements, traffic signal installations and roadway widening.  The City reserves the right to assess a portion of such future improvement costs to parcels located within this plat, pursuant to MN Statutes Chapter 429.
 
3.      The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreements and releases related to the approval, recording or administration of White Pines Senior Living At The Lakes Of Radisson Second Addition plat.
