A RESOLUTION DECLARING CERTAIN PROPERTY SURPLUS AND AUTHORIZING SALE AND/OR DISPOSAL THEREOF

 

Background

Annually, a fair amount of IT equipment such as computers, monitors, and printers are replaced.  Those pieces of equipment that cannot be reused or repurposed are taken out of service and are disposed of in a manner consistent with the City’s disposal policy.  At this time there are a number of pieces of equipment that are no longer of use to the City.  Before the equipment can be disposed of, the City Council is required to declare the property as surplus.  Staff is seeking Council approval to declare the following items as surplus:

 

                     40 desktop computers

                     250 laptop computers

                     20 monitors

                     15 power source devices

                     10 printers

                     10 network switches

                     A number of keyboards, mice, speakers and equipment considered e-waste

 

In addition to declaring this property as surplus, staff is seeking Council approval to donate the equipment to a local non-profit company known as PC’s for People (PFP).  PFP is used by many other local government and law enforcement agencies.  Their mission is Through electronic reuse PCs for People provides the opportunity for all low-income individuals and nonprofits to benefit from the life changing impact of computers and mobile internet.”

 

PFP is the only computer recycler in Minnesota to offer NAID AAA-certified data sanitization and R2-certified e-waste recycling. Upon acceptance of the equipment, PFP assumes full legal responsibility for the hardware and any data it may contain.

They take care of loading the equipment on pallets and getting it loaded on their vehicle. This saves IT staff a considerable amount of time and saves the City a considerable amount of expense to either wipe data from the machines or dispose of through waste haulers.

 

 

Recommendation

Adopt the following Resolution. 

 

Body

 

WHEREAS, the City has developed a policy for the disposal of surplus tangible property; and

 

WHEREAS, certain property has been reviewed by the IT Director and it is determined that the equipment is no longer needed for public service and can be disposed of.

 

                      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the following equipment be declared as surplus and authorized to be disposed of per City Policy:

 

                     40 desktop computers

                     250 laptop computers

                     20 monitors

                     15 power source devices

                     10 printers

                     10 network switches

                     A number of keyboards, mice, speakers and equipment considered e-waste
