ADOPT THE 2021 - 2025 PARK AND TRAIL CAPITAL IMPROVEMENT FUND BUDGET

 

 

Background

A panel of City Staff including the City Manager, Finance Director, and Parks and Recreation staff have reviewed the Five-Year Park and Trail (CIP) for the City’s Park and Trail Fund and is recommending the 2021 component of the CIP.  The Park Board reviewed the plan at their October 27 meeting and voted to recommend approval of the attached budget to the City Council for formal adoption.  The City Council reviewed and discussed this budget at the November 9, 2020 workshop.

 

The Park and Trail Capital Improvement Fund is used for ongoing improvements and replacement of existing capital assets related to the City’s parks and trails.  The primary funding source for this fund is a general tax levy ($350,000 for 2021).  Additional revenue comes from billboard property leases ($150,000) which the City Council approved as a funding source in December 2019. 

 

All projects below have been identified in the Draft Park Master Plan. A summary of the 2021 recommendations are as follows:

 

Happy Acres Park Pedestrian Bridge ($50,000)

Carryover project from 2020; would be completed with the Happy Acres Parking Lot Expansion

 

Lakeside Commons Park Splash Pad Improvements ($45,000)

Carryover from 2020; will be completed before beach opens.

 

Austin Tennis and Basketball Court Improvements ($100,000)

Recommendation to have current tennis court removed because of soil issues below court surface and replaced with (2) Pickle ball Courts.

The half basketball court was inspected and it has been determined it needs improvements to both the court surface and replacement of basketball goal.  Recommendation is to have current court cracks, low spots repaired, and new sport tiles installed over the court along with new basketball goal.

 

Northwood Basketball Court Improvement ($50,000)

The court was inspected and it has been determined it needs improvements to both the court surface and replacement of basketball goals.  Recommendation is to have current court cracks and low spots repaired and new sport tiles installed over the court along with new basketball goals.

 

Northwood Playground Replacement ($50,000)

The playground at Northwood Park is 20-years old and upon inspection, it has been determined to be in need of replacement.

 

Hidden Ponds Playground Replacement ($50,000)

Hidden Ponds Park playground is 20-years old and upon inspection, it has been determined to be in need of replacement.

 

Centennial Playground Replacement ($50,000)

Centennial Park playground is 19-years old and upon inspection, it has been determined to be in need of replacement.

 

Fort Lion Playground Replacement ($50,000)

Fort Lion Park playground is 19-years old and upon inspection, it has been determined to be in need of replacement.

 

Territorial Tennis Court Replacement ($100,000)

Recommendation to have current (2) courts removed because of soil issues below court surface and replaced with (1) Tennis and (2) Pickle ball Courts.

 

Lakeside Commons Security Cameras ($18,000)

Help Recreation Staff and Police with behavior issues at the beach.

 

Solar Lights (4) at Various Parks ($5,000)

Help with vandalism at parks and limit staff time to repair, replace, or clean park amenities.

 

Basketball Hoop Replacements at Various Parks ($18,000)

Basketball hoops would be replaced based upon inspection at the following parks; Aquatore, Van Buren, Ivy Hills, and Jaycee.

 

Aurelia Tennis/Basketball Court Resurfacing ($15,000)

The courts have been inspected and are in need of resurfacing.  (Courts typically need to be resurfaced every 7 - 9 years.)

 

Xylite Tennis Court Resurfacing ($8,000)

The court has been inspected and needs to be resurfaced. 

 

Trail Improvements ($4,000)

Staff will evaluate trail segments that need repair or replacement at city parks.

 

Recommendation

Adopt the following resolution.

Body

WHEREAS, the proposed Park and Trail Capital Improvement Fund Capital Budget for the fiscal year commencing January 1, 2021 has been prepared by the City Manager and staff; and

 

                     WHEREAS, the City Council has examined, studied, and reviewed said proposed Park and Trail Capital Improvement Fund Budget; and

 

                     WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Park and Trail Capital Improvement Fund Budget as they consider necessary, desirable, or expedient.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

 

1.                     That the proposed Park and Trail Capital Improvement Fund Budget attached hereto is approved; and

2.                     That the 2021 funding sources identified and attached hereto are approved; and

3.                     That the 2021 appropriations attached hereto are approved.

4.                     That the City’s 5-Year Capital Improvement Plan be updated to reflect the approval of projects included in the proposed Park and Trail Capital Improvement Fund Budget.

5.                     That the City’s Park Master Plan be updated to reflect the approval of projects included in the proposed Park and Trail Capital Improvement Fund Budget.

6.                     That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Park and Trail Capital Improvement Fund Budget.
