Title
REJECT BIDS FOR LEGACY CREEK PARK (IMPROVEMENT PROJECT NO. 12-16)
 
Background
The construction of a park in the Legacy Creek development has been in the Capital Improvement Program for parks since 2007. The project was delayed several times due to changes of developer ownership.
 
The bid for Legacy Creek Park consists of site grading, bituminous basketball half court, bituminous trails,  concrete pavement for playground container and shelter, top soil, seed and sod (next to paved surfaces).  The playground, shelter, benches and shelter were contracted with Gametime through U.S. Communities and approved by City Council.   
 
Bids were received at 10:00 a.m., September 25, 2012, for Improvement Project No. 12-16.  A total of three (3) bids were received ranging from $152,673.75 to $184,921.65.  The Engineer's estimate for construction and three lowest bidders are as follows:

Bids have been checked and tabulated, and it has been determined that Sunram Construction, Inc. of Corcoran, Minnesota is the lowest bidder.
 
As the bids have come in significantly higher than estimated and budgeted for, it is recommended that all bids be rejected.
 
Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, pursuant to advertisement for bids for Improvement Project No. 12-16, said bids were received on September 25, 2012, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:
 
Sunram Construction, Inc.
$152,673.75
Hoffman & McNamara Co.
$156,883.00
American Liberty Construction, Inc.
$184,921.65
 
AND WHEREAS, all bids are significantly higher than the consultant engineer's estimate for the project, and there are insufficient funds to cover the lowest bid.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      All bids received September 25, 2012 for the construction of Legacy Creek Park are hereby rejected, and the City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids.
 
PASSED by the City Council of the City of Blaine this 18th day October, 2012.
