ORDER PREPARATION OF PROPOSED ASSESSMENT FOR PAVEMENT MANAGEMENT PROGRAM - 2014 BITUMINOUS OVERLAY, IMPROVEMENT PROJECT NO. 14-01

Background

Project No. 14-01 includes a 1½ inch bituminous overlay, edge milling, spot curb replacement and appurtenant construction.  The total estimated cost of the project is as follows:

Construction Costs .	$294,840.16
Engineering Costs	$  16,143.09
Interest ...	$    1,082.98
Administration, Assessing, Other ...	$  18,300.41
Total	$330,366.64

The total project cost indicated in the Feasibility Report was $412,500.00.

The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total estimated cost, the amount to be assessed is $152,835.74.  Pavement Management Program Funds will contribute $177,530.90.

Recommendation

By motion, approve the resolution.

WHEREAS, a contract has been entered into for construction of a 1½ inch bituminous overlay, edge milling, spot curb replacement, and appurtenant construction in the following described area:

Mankato Street from 109^th Ave to 107^th Ln

108^th Lane from Mankato St to Radisson Rd

107^th Lane from Mankato St to Radisson Rd

Nassau Street from 107^th Ln to 105^th Ave

106^th Lane from Radisson Rd to cul de sac

Flanders Court from 109^th Ave to cul de sac

Fillmore Street from 99^th Ave to approximately 627 feet north

113^th Avenue from Ulysses St to Jefferson St

113^th Circle from 113^th Ave to cul de sac

AND WHEREAS, the estimated construction cost for such improvement is $294,840.16 and the estimated expenses incurred in the making of said improvements amount to be $35,526.48 making the total estimated cost $330,366.64.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.      The total estimated cost of such improvement is hereby declared to be $330,366.64.

2.      The amount to be assessed is hereby declared to be $152,835.74.  The Pavement Management Program will contribute $177,530.90.

3.      The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
