Executive Summary

Council is sharing letters of apology from Councilmember Richard Paul regarding a police incident involving the councilmember in November of 2021.

 

Background

On November 3, of 2021, Councilmember Richard Paul was involved in a police incident.  As a result of that incident Councilmember Paul was charged with gross misdemeanor misconduct of a public officer or employee and a misdemeanor City of Blaine code of ethics violation.  He subsequently pled to the misdemeanor ethics violation charge.  As a result of that, Councilmember Paul issued three letters of apology.  One letter of apology was to the officers involved in the incident.  The other letters were to the Blaine City Council as well as the residents of Blaine.  Councilmember Paul was requested to read these letters during the December 19 meeting but is refusing so the letters are being presented here for the record.
