RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE RECONSTRUCTION OF 91st AVENUE FROM JEFFERSON STREET TO POLK STREET, IMPROVEMENT PROJECT NO. 15-20
Background
The proposed project will reconstruct 91st Avenue from Jefferson Street to Polk Street. Proposed improvements include installation of concrete curb and gutter, storm sewer improvements, new bituminous asphalt surface, replacement of existing water main and appurtenant construction.
The estimated total cost of the project is $1,143,450.00, of which $170,778.65 is proposed to be assessed over a ten-year period. Replacement of existing sanitary sewer castings/rings and a sanitary manhole, estimated cost of $43,470.00, and replacement of existing water main at a cost of $310,230.00 is proposed to be paid for by the City Public Utility Funds. The remaining portion of $618,961.35 is proposed to be paid from the City’s Pavement Management Program Fund. The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.

WHEREAS, pursuant to Resolution No. 15-209 adopted on the 17th day of December, 2015, by the Blaine City Council, a report has been prepared by the City of Blaine Engineering Department, with reference to the reconstruction of 91st Avenue from Jefferson Street to Polk Street, and this report received by the Council on the 7th day of April, 2016.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $1,143,450.
2. A Public Hearing shall be held on such proposed improvement on the 5th day of May, 2016, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
