Background
The applicant owns a parcel that is approximately .48 acres and an existing outlot.  The applicant's proposal is to subdivide this parcel into two single-family lots, consistent with the R-1 (Single Family) zoning district standards.  Both proposed parcels will exceed the 10,000 square foot lot size minimum in the R-1 zoning district.  Lot 1 would be 10,400 square feet and proposed Lot 2 would be 10,359 square feet.
 
Lots 1 and 2 would access Dunkirk Street NE.  Also, both parcels would have lot depths meeting the 125-foot minimum lot width requirement in the R-1 zoning district.  Both parcels would have a lot depth of 130 feet.
 
The original lot (outlot) was created by a lot subdivision in 1996 (St. Clair Woods).  A requirement of that subdivision was to grant 30 feet of right-of-way (west side) for the Dunkirk Street.  The east side of the Dunkirk Street right-of-way was platted with the Cally's Cove subdivision.  
 
With platting, trunk sanitary sewer and trunk storm sewer become due for the area of the plat.  These charges are for previously constructed improvements with project 92-14 and 94-06H.  The current trunk sanitary sewer rate is $5,638 per acre and the current trunk storm sewer rate is $7,234 per acre.
 
Connection charges for 2 lots units of sanitary sewer lateral, water main lateral, and services become due with platting for frontage on Dunkirk Street.  The current rates are $4,060 per lot for sanitary lateral, $3,580 per lot for water main lateral, and $1,605 per lot for services.
 
The final plat is consistent with the approved preliminary plat, Resolution No. 06-160.
 
Recommendation
By motion, approve the Resolution.

      WHEREAS, an application has been filed by St. Clair Properties, Inc. as subdivision Case No.06-39; and
 
      WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
 
OUTLOT A, ST. CLAIR WOODS 2ND ADDITION, ANOKA COUNTY, MINNESOTA.
      WHEREAS, the Blaine City Council granted preliminary plat approval on June 1, 2006, subject to the stipulations as contained in Blaine City Council Resolution No.06-160; and
 
      WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for St Clair Woods 3rd Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
 
1.      Park dedication will be required for two new single-family lots in the amount of $3,094 per lot, for a total of $6,188.
2.      The applicant to coordinate with private utility companies, i.e., cable, electric, gas, and telephone, for underground services for the new homes.
3.      New homes built on Lots 1 & 2 to incorporate Airport Noise Abatement Standards.
4.      Standard WAC (Water Availability Charges) and SAC (Sewer Availability Charges) to be paid with each building permit.
5.      Standard utility and drainage easements must be dedicated along all lot lines.
6.      A certificate of survey will be required with a building permit application and shall include custom grading, tree preservation, and soil boring information.  Applicant shall incorporate rear yard infiltration basins and/or rain gardens in the design of the lot grading.
7.      With platting, trunk sanitary sewer and trunk storm sewer become due for the area of the plat.  The current trunk sanitary sewer rate is $5,638 per acre and the current trunk storm sewer rate is $7,234 per acre.  There are 0.48 acres in the plat for trunk sanitary charges of $2,706 and trunk storm charges of $3,472.
8.      Connection charge for 2 lot units of sanitary sewer lateral, water main lateral, and services become due with platting for frontage on Dunkirk Street.  The current rates are $4,060 per lot for sanitary lateral, $3,580 per lot for water main lateral, and $1,605 per lot for services.
9.      As-built surveys will be required to verify structure elevations, custom grading requirements, and final lot grading elevations.
10.      The Mayor, City Manager and City Clerk are hereby authorized to execute any and all agreements, releases or other documents necessary for the proper recording, administration and regulation of the St. Clair Woods 3rd Addition plat.
