Background

The applicant, University Avenue Elementary School, located at 9901 University Avenue N.E., is requesting a Conditional Use Permit Amendment to allow an approximately 16,500 square foot addition to the existing University Avenue Elementary School for 10 new classrooms and bathroom facilities.  The site work would also include constructing a new play area in the general location of the existing play area.

 

In the Fall of 2011, University Avenue Elementary School became University Avenue School for Aviation, Children’s Engineering and Sciences (ACES).  The school district is experiencing fast growth in the Blaine attendance area.  The University Avenue School is at a historic high of 566 students, with requests for an additional 120 students to transfer.  These students have been turned away due to capacity concerns.

 

The proposed addition of classrooms will allow the school to adjust the number of enrolled students to a maximum of 800 students.

 

The school district feels the parking situation and construction of the parking areas in 2011 are adequate for the proposed addition.

 

The new building addition will include the construction of ten (10) classrooms and new bathroom facilities on the east side of the existing building.

 

Public notice was sent to the surrounding area announcing consideration of this item.

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Anoka Hennepin School District/Anderson Johnson Associates, Inc. as Conditional Use Permit Amendment Case File No. 16-0005; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on February 18, 2016.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit Amendment is hereby approved per Section 29.34 (c) of the Zoning Ordinance to construct an approximately 16,500 square foot building addition and a new play area to the east side of the existing University Avenue Elementary School based on the following conditions:

 

1.                     The site and building plans to be approved by both the building and fire departments as part of the building and site approval process.

 

2.                     Site Plan approval with appropriate financial guarantee is required prior to any site work.

 

PASSED by the City Council of the City of Blaine this 18th day of February, 2016.
