Declare Cost to be Assessed, Order Preparation and Call for Hearing on Proposed Assessment for the 2020 Street Reconstructions, Improvement Project No. 19-07

 

 

Executive Summary

Improvement Project No. 19-07 was ordered by the City Council on February 21, 2019 with Resolution 19-19.  A construction contract was awarded to Park Construction Co. by the City Council on June 15, 2020 with Resolution No. 20-89 and construction was completed in the fall of 2020.

 

Background

This action is the next step in the series of approvals under the MN Statues, Chapter 429 for municipal street construction project that include assessments.

 

Improvement Project No. 19-07 included the reconstruction of:

 

                     Baltimore Street from 105th Avenue to approximately 575 feet north of 105th Avenue

                     Aberdeen Street from Cloud Drive to 125th Avenue

                     123rd Avenue from Aberdeen Street to approximately 200 feet west

                     Ulysses Street from Paul Parkway to approximately 750 feet south of 125th Avenue

                     Quail Creek Parkway from Radisson Road to Palisade Court

                     Radisson Road from 123rd Lane alignment to cul de sac

                     Flanders Street from 95th Avenue to Rice Creek Parkway

                     Rice Creek Parkway from Flanders Street to Xylite Street

                     Xylite Street from Rice Creek Parkway to 85th Avenue

                     91st Avenue from Xylite Street to Bataan Street

                     Jamestown Street from 93rd Avenue to cul de sac

                     94th Lane from Jamestown Street to Harpers Court

                     Harpers Court from 94th Lane to cul de sac.

Improvements included reclaiming existing bituminous pavement, spot and full replacement of curb and gutter, minor storm sewer improvements, water hydrant replacements, bituminous pavement and appurtenant construction.

 

The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $5,188,320.

 

The Assessment Roll has been prepared consistent with the Feasibility Report.

Of the total cost, the amount to be assessed is $1,361,634.57. The Public Utility Funds will contribute $188,899.61 for water, trunk storm sewer and sanitary sewer improvements, Municipal State Aid System funds will contribute $1,000,000.00 and Pavement Management Program funds will contribute $2,084,739.85. 

 

The next Action Item for the City Council will be hold the Public Hearing on the Assessment Roll.

Body

WHEREAS, a contract was entered into for reclaiming existing bituminous pavement, spot and full replacement of curb and gutter, minor storm sewer improvements, water hydrant replacements, bituminous pavement and appurtenant construction in the following described area:

 

                     Baltimore Street from 105th Avenue to approximately 575 feet north of 105th Avenue

                     Aberdeen Street from Cloud Drive to 125th Avenue

                     123rd Avenue from Aberdeen Street to approximately 200 feet west

                     Ulysses Street from Paul Parkway to approximately 750 feet south of 125th Avenue

                     Quail Creek Parkway from Radisson Road to Palisade Court

                     Radisson Road from 123rd Lane alignment to cul de sac

                     Flanders Street from 95th Avenue to Rice Creek Parkway

AND WHEREAS, the construction cost for such improvement is $3,626,454.93 and the expenses incurred in the making of said improvements amount to be $1,008,819.10 making the total cost $4,635,274.03.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The total cost of such improvement is hereby declared to be $4,635,274.03.

 

2.                     The amount to be assessed is hereby declared to be $1,361,634.57.  The Public Utility Funds will contribute $188,899.61 for water, trunk storm sewer and sanitary sewer improvements, Municipal State Aid System funds will contribute $1,000,000.00 and Pavement Management Program funds will contribute $2,084,739.85. 

 

3.                     Assessments shall be payable in annual installments extending over a period of fifteen (15) years, the first of the installments to be payable on or before the first Monday in January 2022, and shall bear interest at the rate of three and five tenths percent (3.5%) per annum from the date of the adoption of the assessment resolution.

 

4.                     The City Clerk, with the assistance of the City Engineer, shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office for public inspection.

 

5.                     The City Clerk has notified the City Council that such proposed assessment has been completed and filed in her office for public inspection.

 

6.                     A hearing shall be held on the 17th day of May, 2021, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

 

7.                     The City Clerk shall give published and mailed notice of such hearing as required by law.
