Background
The Lakes of Radisson 50th Addition adds 4 single-family lots to "The Lakes" development.  The lots are being final platted from the Preliminary Plat, The Lakes of Radisson North (CF 04-92).  The 4 single family lots will consist of Carriage and Village Series Homes constructed by Hans Hagen Homes.  
 
The Lakes of Radisson 50th Addition is a continuation of the platting activity for The Lakes and will have final platted 2,434 units of the expected 3,000 housing units for this development.
 
The final plat is consistent with the approved preliminary plat, Resolution No. 05-12.
 
Recommendation
By motion, approve the Resolution.
 
Body
WHEREAS, an application has been filed by Hans Hagen Homes, Inc. as subdivision Case No. 12-0014; and
 
WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:
 
OUTLOT A, THE LAKES OF RADISSON 45th ADDITION, ANOKA COUNTY, MINNESOTA.
 
WHEREAS, the Blaine City Council granted preliminary plat approval on January 6, 2005, subject to the stipulations as contained in Blaine City Council Resolution No. 05-12; and
 
WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for The Lakes of Radisson Fortieth Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:
 
1.      All park dedication for the 4 residential units has already been calculated and serves as credit to be given, to the developer, for their effort in developing and deeding the neighborhood parks, trail system, additional park landscaping and lighting, etc. The agreement for credit and payment by the developer is based on the previously approved Park Development Agreement Memo and also based on 3,300 housing units and 11 acres of commercial/retail. Housing units over 3,300 units, additional acres of commercial or future industrial created and platted in future phases are subject to park dedication payment at the rate in effect at that time and are outside of the agreement outlined by the Park Development Agreement Memo.
 
2.      As-built surveys will be required to verify structure elevations, custom grading requirements and final lot grading items for each house constructed.
 
3.      Standard utility and drainage easements must be dedicated along all lot lines and over drainage ditches, ponds, delineated wetlands, and storm water detention basins.  The Developer is to provide access for maintenance to storm water detention basins.  Restrictions will be placed on lots as needed to limit fences and landscaping to insure access.  
 
4.      Developer to require homeowner's associations to be responsible for inspection, operation and maintenance of private storm water facility improvements.  Specific requirements shall be designated and detailed in an agreement/plan submitted to the City with construction plans.
 
5.      Developer to install grouped mailboxes with design and locations approved by City and US Postal Service.
 
6.      Standard water and sanitary sewer access charges (WAC & SAC) become due with each building permit at the rate established at the time the building permit is issued.
 
7.      All development signage by separate review.
 
8.      Developer is responsible for processing a Letter of Map Change with Federal Emergency Management Agency (FEMA) and for providing all FEMA paperwork and structure as-built surveys to homeowners at the time of lot closing. Developer is responsible for following through with FEMA as necessary to receive final FEMA documents and to provide those documents to the homeowners.
