Background

The City of Blaine’s swimming pool ordinance has not been amended for many years and has not been reviewed against new technology changes in the pool industry. The proposed ordinance was reviewed by the City Council at their January 14th City Council workshop. The purpose of the ordinance is to establish new setback provisions as well as of the standards that better fit with today’s pool installations and higher quality and quieter equipment.

 

The primary changes in the proposed code amendment include:

 

                     Provides definition changes to be consistent with the MN State Pool Code and MN Building Code

                     Permit threshold would be increased to a pool of 5000 gallons and more than 24 inches in depth (smaller inflatable pools would not require permit)

                     Removes the pool equipment setback requirement of 35-feet from adjoining residence to a more standard 10-foot side and rear yard setback. All pool equipment must be located in the rear yard

                     Changes to clarify fence and safety security issues consistent with the 2012 International Swimming Pool Code such as allowing lockable pool covers instead of fencing.
