Executive Summary

Enter into agreements with the Metropolitan Airports Commission to purchase Permanent and Temporary easements required to construct the improvements for 99th Avenue and Baltimore Street roundabout.

 

Background

 

The City of Blaine received a Federal Highway Safety Improvement Program grant in the amount of $1,530,000 to design and construct a roundabout at the intersection of 99th Avenue and Baltimore Street.  During the design process additional permanent and temporary easements were identified that will need to be acquired by the city for the improvements to be constructed.  The city has hired a consultant to aid in the process to acquire the required easements which include obtaining an appraisal, providing the appraisal to the property owner, and engaging in good faith negotiations to acquire the easements.  Based on property appraisals offers have been made and placed into the attached agreements with the Metropolitan Airports Commission.   

 

By approving the attached resolution, the City Council is authorizing the Mayor and City Manager to sign the agreements and authorize the purchase of a Permanent Easement in the amount of $42,200 and a Temporary Easement in the amount of $2,000.  Engineering Staff is recommending adoption of the attached resolution.

WHEREAS, the City of Blaine commenced Improvement Project No. 23-01, 99th Avenue and Baltimore Street Roundabout, for public improvements to 99th Avenue and Baltimore Street NE located within the City (the “Project”); and

 

WHEREAS, successful completion of the Project requires permanent public street, utility, and drainage easements and required temporary construction easements on property located at City of Blaine Parcel 3/MAC Parcel 48, just south of the intersection of 99th Avenue  and Baltimore Street NE, Property ID  29-31-23-13-0001; and

 

WHEREAS, the City has complied with the statutory appraisal copy disclosure, notice of property owner appraisal rights, offer of appraisal cost reimbursement, and good faith negotiation requirements; and

 

NOW, THEREFORE, BE IT RESOLVED, THAT THE BLAINE CITY COUNCIL APPROVES: 

 

1.                     That the Mayor and City Manager enter into agreement with the Metropolitan Airports Commission to purchase the Permanent and Temporary Easements for the project. 

 

2.                     That the City Council approves the appraised value of the acquisition listed as $42,200 for Permanent Easement and $2,000 for Temporary Easement.
