Background
The City of Blaine sent out Requests for Proposals (RFPs) in November 2011 for the development and implementation of a City resident and business survey. The City received 8 proposals and at the January 12th, 2012 workshop, Council directed staff to begin working with the National Research Center, Inc. (NRC) to develop the resident portion of the survey.
 
After discussions with Council, the City Manager outlined several broad areas of topics to be addressed in a residential survey. Staff is currently working with the National Research Center to put together a draft of questions which will be available for Council review at the March 15 meeting.
 
The attached contract summarizes the RFP proposal NRC submitted with a total cost of $18,920.00. The cost of the survey includes 5 pages of survey questions, including any open ended questions, with a proposed mailing size of 1,200 households (likely to yield 300-480 completed surveys with a margin of error at the 95% confidence level of +/- 4.5 to 5.7%). Should the City choose to include more pages of questions, or additional reminder postcards, there may be an additional cost, and NRC will provide a revised cost estimate before proceeding.
 
Outlined below is a tentative timeline for survey activities. Under this timeline, residents would begin to see postcards notifying them of the survey around March 21, followed by the surveys being sent out at the end of March. The NRC would then send us their draft final report on or around May 21st.
