Executive Summary
The City Council approved plans and specifications and ordered advertisement for bids for the Hidden Oaks Area Street Reconstructions project on May 2, 2022 with Resolution 22-068.
The project will reconstruct the following streets:
• 97th Avenue from Hamline Avenue to Yalta Street
• 97th Lane from Hamline Avenue to Xebec Street
• 97th Court from west cul de sac to Hamline Avenue
• 98th Avenue from Hamline Avenue to Xebec Street
• 98th Lane from Wake Street to Yalta Street
• 99th Avenue from Wake Street to Xebec Street
• 99th Lane from Xebec Street to Austin Street
• Hamline Avenue from Edgewood Road to north cul de sac
• Wake Street from 98th Avenue to 99th Avenue
• Wake Court from 99th Avenue to north cul de sac
• Xebec Street from Edgewood Road to 99th Lane
• Yalta Street from 97th Avenue to 99th Lane

Bids were received electronically at 10:00 AM, May 27 2022, for Project No. 22-06. A total of 6 bids were received ranging from $3,028,822.32 to $3,484,415.18. The 3 lowest bidders and Engineer’s estimate are as follows:

Bids have been checked and tabulated, and it has been determined that Douglas-Kerr Underground, LLC of Mora, Minnesota is the lowest bidder. The Engineering Department has worked with Douglas-Kerr Underground, LLC on previous contracts and recommends that the low bid be accepted, and a contract entered into with Douglas-Kerr Underground, LLC.
City Council is also asked to approve a 10% contingency to bring the total project budget to $3,331,705.00. The funding sources for this project are the Pavement Management Fund, Public Utility Funds, and Special Assessments and there are sufficient funds budgeted to cover these costs.

Financial Impact
The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, and Public Utility funds. There are sufficient funds to cover these costs.

The project is being conducted pursuant to MN Statutes, Chapter 429 and is complaint with all public notification requirements thereof.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 22-06, said bids were received on May 27, 2022, electronically opened and tabulated according to law, and the following 3 bids were received complying with the advertisement:

AND WHEREAS, Douglas-Kerr Underground, LLC of Mora, Minnesota is the lowest responsible bidder.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Mayor and City Manager are hereby authorized and directed to enter into a contract with Douglas-Kerr Underground, LLC for the designated improvements in the amount of $3,028,822.32.
2. A 10% contingency is hereby approved to bring the total project budget to $3,331,705.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
3. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the two lowest bidders. When a contract is duly executed, the bid bond of the remaining unsuccessful bidder will be returned. The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
