Fleet Rightsizing Overview
end
Background
Staff has had several discussions with City Council about the value of conducting a Fleet Rightsizing Study. A fleet rightsizing team composed of staff representing Finance, Public Works, and Safety Services developed a request-for-proposals and received several responses. In November 2021, a consulting contract was awarded to Management Partners. Work began on the study shortly thereafter.
In mid-March, Management Partners provided a draft report. Members of the management and fleet rightsizing team reviewed the draft and asked many questions for clarification and further understanding. A revised report was received April 24.
The report is attached. At the workshop, consultants Amy Paul and Greg Fassler will provide an overview of their findings. They will focus on a brief discussion of the purpose of the study and project approach/methodology. The study is broken into two parts: Vehicle Maintenance Assessment and Fleet rightsizing.
The attached study is thorough, containing over 60 recommendations. Most of the recommendations are operational. Staff will continue to work with the consultant on an implementation plan related to those recommendations.
Many recommendations involve a financial/budgetary impact, and some involve policy-level decisions. The consultant’s presentation will focus on those recommendations, as those are the ones that may require City Council direction and/or approvals. For reference, the following are recommendations that we expect to cover during the workshop presentation:
4, 6, 9, 23, 26, 27, 28, 32, 36, 37
In addition, recommendations 46, 54, and 60 involve possible expenditures.
With 60+ recommendations, it is not anticipated that they will all be implemented. Further discussion, review, and planning will be required. This workshop is intended to introduce the study findings to the Council; additional discussions will occur at future workshops, and this study will serve as a resource document as we prepare the 2023 and future budgets.
Staff Recommendation
The goal for this discussion is for the consultant to present the study results, findings, and recommendations. This is an opportunity for the Councilmembers to ask questions of the consultant team. Staff will continue to work with Management Partners on an implementation plan and will consult the study report while preparing the 2023 budget. Additional discussions with City Council will be scheduled at future workshops.
