1.                     Financial Incentive Options for High-End or Organic Grocer

Councilmember Massoglia is requesting a discussion on financial incentive options to attract a high-end or organic grocer through possible EDA funding.  This discussion is being requested due to Hy-Vee readjusting their business plans and no longer developing in Blaine but the community continues to request a high-end grocery store.

2.                     Further Discussion on Short Term Rentals (Air BNB/VRBO)

Councilmember Massoglia would like to revisit the concerns that can come from short term rentals in neighborhoods including traffic, parking, and noise by considering limiting the number and/or timeframe (summer only for example) or through a conditional use permit if allowed.  Staff has attached materials from the Council’s last discussion on this topic in 2021 for further background.
