Background

At the January 17, 2022 regular council meeting, Council accepted a quote for $123,025 from ISG Inc. to design the Aquatore Bandshell project. Staff has been working with ISG Inc. and the Blaine Festival Committee on a preliminary design concept of the bandshell. Along with the design of the bandshell, ISG is also working on the trails and park lighting within the park. Representatives from ISG will present a preliminary design of the bandshell, location, site work.

The current budget for improvements to Aquatore Park, as approved by Council in January, is $1,347,500. Included in that total is $922,500 for design and construction of the bandshell and restrooms; $175,000 for lighting and $250,000 for trails and pavement improvement.

Staff met with ISG and the Festival Committee to discuss interior products for the bandshell and ISG provided an update of the cost estimate for the project. As Council is aware, since the development and adoption of the budget, building material and other construction related costs have dramatically increased. Per the revised estimates from ISG, below is the status of the project’s budget:

Original Budget

Revised Estimate

Project Design

$135,000

$125,000

Bandshell/building

$787,500

$1,436,425

Lighting, trails, site work

$425,000

$361,250

General Requirements

$316,947

Contingency (15%)

$317,208

$1,347,500

$2,556,830

Initial funding for the project was a combination of donations from the Blaine Festival Committee ($600,000); park dedication fees ($672,500); and directed tax levy ($75,000). With the revised estimates from ISG, there is now a funding gap of just over $1.2 million for the project.

If Council remains supportive of this project, the following provides options to consider for aligning the project with funding:

1.                     Reduce scope of the project

•                     Elements/features supported

•                     Elements/features to remove or adjust

2.                     Reduce/remove/postpone future projects and allocate funding to Aquatore improvements. Future projects include improvements at Happy Acres, LAC, the Baseball Complex (BBC), and Jim Peterson AC

3.                     Potential additional funds

•                     Park dedication fees - the outlook on future park dedication fee collections has improved with a number of multi-family projects approved since the adoption of the current CIP

•                     Donations - the Blaine Festival Committee has been extremely generous with donations up to this point and has indicated there could be additional funds available for the project

•                     Other

Staff Recommendation

Staff is seeking Council input and direction regarding support for the proposed improvements and funding options for Aquatore Park as outlined above.
