Accept Bid from Sunram Construction in the amount of $157,885 for the Sunrise Ponds Trail
end
Executive Summary
Pursuant to the City’s purchasing rules, Staff is bringing forward the attached bid from Sunram Construction for professional services for the proposed Sunrise Ponds Trail project. Additionally, staff is seeking Council’s approval to amend the 2022 Parks Open Space Budget.
Background
The City Council discussed the Sunrise Ponds Trail Project at the December 6, 2021, Council meeting. Council consensus at the meeting was to move forward with the project. The 2022 Open Space budget was approved at the January 17, 2022, Council meeting and included appropriations totaling $275,000 - $200,000 for the Sunrise Ponds trail project and $75,000 for trail improvements at Lexington Athletic Complex (LAC).
The Sunrise Ponds project began in 2020. In 2021, the Coon Creek Watershed District required additional wetland delineation. Work on the additional delineation was approved in February 2022.
Bids for the Sunrise Ponds project were received in person at 11:00 AM on March 29, 2022. A total of four bids, outlined below, were received ranging from $157,885 to $191,965. The engineer’s estimate for construction and three lowest bidders are as follows:
Engineer’s estimate - construction cost $134,481
Sunram Construction $157,885
Dunaway Construction $163,374
Urban Companies $186,262
Bids were checked and tabulated, and it has been determined that Sunram Construction of Corcoran, Minnesota is the lowest bidder. The city has previous experience with Sunram Construction. Staff recommends Council accept the low bid and award the project construction contract to Sunram Construction Company. Staff is also requesting Council to approve a 10% contingency for the Sunrise Trail project to bring the total construction budget to $173,674. With the additional work from SRF for wetland delineation, the total project budget is now $210,000.
While sufficient funds exist in the Open Space budget to fund the Sunrise Ponds trail project (the total budget appropriated for 2022 trail projects is $275,000) there would not be sufficient appropriated funds remaining to complete the trail project in LAC. Currently, the total cost estimate for the LAC trail $135,000, bringing the combined budget for the two projects to $345,000, which is $70,000 above the $275,000 appropriated in the 2022 budget and CIP.
Financial Impact
Council had appropriated $275,000 for the two trail projects in the 2022 Adopted Budget. The total estimate for the two projects is now $345,000. The funding source for the projects are park dedication fees. Sufficient park dedication funds exist to complete the two projects. Additionally, completion of the two projects would not impact the improvements at the Blaine Wetland Sanctuary, as the BWS project would be funded from the sale of wetland credits.
Strategic Plan
This project meets Well-Maintained infrastructure strategic plan priority.
Board/Commission Review
This project was approved in the 2022 Open Space budget. The NRCB voted to recommend to the City Council to proceed with the Sunrise Ponds Trail project in 2020. The recommendation came at the October 20, 2020, NRCB meeting. The project would be funded with park dedication fees from the Open Space Fund.
Staff Recommendation
If Council desires to move forward with both the Sunrise Ponds and LAC projects, a budget amendment would be appropriate. Council would:
1. By motion accept the bid from Sunram Construction for the Sunrise Trail project.
2. Adopt the following resolution amending the 2022 Open Space & Trails Budget.
