Title

Approve Parking Restrictions at 99th Avenue NE and 3rd Street NE

Background

Staff has met with the Anoka Hennepin School District to review the drop-off and pick-up of their students.  The University Elementary currently has an issue with congestion on 99th Avenue during their PM student pick-up.  The parents currently line up on 99th Avenue extending to the east in an orderly line and patiently wait their turn to pick up their student.  The issue has become the parents that are trying to circumvent the line and are now parking as close to the school driveway as possible and walking to go get their student and walking back to their cars.  These cars are clogging the intersection of 99th Avenue and 3rd Street.  In discussions with the School District it was determined that some “No Parking” restrictions would aid in keeping the intersection open and allow for the pick-up to move forward in a safe and timely manner.  The parking restrictions would be as seen on the attached map and would only be for School Days from the hours of 3-5 pm.  As such, the installation of parking restriction signs requires authorization by City Council.  The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices.
