end
Executive Summary
Council is asked to approve a contract with Braun Intertec Corporation for the professional services related to preforming a pavement condition survey for approximately 257 centerline miles of the City of Blaine paved street network, City Project No. 22-07, in the amount of $100,652.00.
Background
At the August 16, 2018, Council meeting, the City Council awarded Braun Intertec Corporation (Braun) a contract for professional services to perform pavement condition surveys on the City of Blaine street network, which at the time consisted of over 247 centerline miles of paved streets. The contract involved Braun staff doing on-site evaluations of the pavement conditions on all paved City streets, developing a pavement condition index (PCI) score for each street segment, providing all data collected during the survey in a GIS data format that integrated with City of Blaine GIS database and preparing a report with recommendations on street rehabilitation methods. The work that Braun completed under that contract has been used by staff yearly to develop the ongoing 5-year Pavement Management Program CIP.
As streets continue to age and deteriorate over time, the PCI scores become outdated. Thus it is standard industry practice to re-survey the streets every two to three years. The data that the City received from Braun under the 2018 contract will be three years old this fall. As a result, staff requested a letter of proposal from Braun, which is one of the engineering firms in the pre-approved consultant pool approved by Council on August 2, 2021, to re-survey the paved City streets and update the PCI scores.
Braun uses the ASTM 6433-11 Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys and will perform the surveys via a manual, walking survey. The survey will be a complete surface evaluation in which all visible distresses are recorded to ensure all distress data is captured and factored into the PCI score. Condition data collected in the field will be entered into a handheld tablet device that is tied to submeter GPS. Once the surveys are complete, the data will be queried into a GIS database and provided to the City.
Staff has reviewed the proposal and found the fees to be justified. Staff is recommending the contract be awarded to Braun Intertec Corporation. This professional services contract will be funded by Pavement Management Program funds. In addition, City Council is also asked to approve a 10% contingency to bring the total project budget to $110,717.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality street surfaces.
