Executive Summary
Pursuant to the City’s purchasing rules, Staff is bringing forward the attached quote from for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Happy Acres Park.
Background
The City Council discussed the Happy Acres Playground replacement project at the December 6, 2021, Council meeting. The Council consensus was to move forward with the Happy Acres playground replacement project. During the January 19, 2022, Council meeting, Finance presented the preliminary Capital Improvement Program which included budgets for all projects proposed in 2022.The Council approved the 2022 Parks Capital Improvement Program budget which appropriated $100,000 for the Happy Acres playground replacement.
The Parks and Recreation Department requested a quote for playground equipment provided by Landscape Adventures and playground installation by Flagship Recreation for Happy Acres Park. The quoted cost of the playground equipment is $66,242.80. The quoted cost of the installation is $24,550.53. Staff recommends accepting the quotes for a total project cost of $90,793.33 and include contingency not to exceed the capital budget appropriation of $100,000. The quote included the following.

• Painting of the 2- to 5-year-old play equipment to match new equipment
Staff, under the cooperative purchasing contract of U.S. Communities Government Alliance would utilize the USGA pricing structure and purchase the playground equipment line manufactured by Landscape Structures and supplied by Flagship Recreation. Using the USGA cooperative will save the city over $4,000. As part of the process, staff met with Flagship Recreation to develop design concepts for the park. From that meeting, two concepts were identified. Staff presented two options to the Park Board which recommended the attached design.

Board/Commission Review
The Park Board reviewed the project at the February 22, 2022, meeting. The board recommended that the City Council proceed with the project.
Staff Recommendation
By motion, accept quotes for playground equipment from Landscape Structures and playground installation by Flagship Recreation at Happy Acres Park for a total cost of $90,793.33 plus a 10% contingency for a total project budget not to exceed $100,000.
