Background

Redistricting is the process of redrawing boundaries of election districts to ensure that the people of each district are equally represented.  Using data from the 2020 Census, new boundaries must be determined that reflect population growth and shifts over the past decade and created so each district has approximately the same number of people

At the March 7 meeting, Council reviewed four options of proposed boundary maps.  All met statutory requirements for boundaries and population and polling places have been identified for each precinct.  While all options included an increase in the number of precincts from 25 to 27, based on the City’s projected growth this increase in precincts will adequately accommodate that projected growth.  Factors staff used to determine both wards and precincts included:

•                     2020 census population

•                     projected population growth

•                     registered voters and estimated voters

•                     wards that are bounded by precinct lines, compact in area, and composed of contiguous territory

•                     wards that are as equal in population as practicable within the required 5% population threshold

•                     polling place management

Based on these factors and upon review and discussion, Council held first reading of the proposed ordinance for ward boundaries outlined in Option 2B.

As concluded upon at the workshop, staff will be scheduling a Charter Commission meeting later this year to discuss the possibility of redefining the current ward structure at some point in the future to create smaller wards that may be more neighborhood-based and provide more focused representation for residents.  Consideration of any revised structure would be brought before the Council for review and approval and would include triggers such as population and full build-out.

Board/Commission Review

The Charter Commission provided input to the Council as part of the workshop discussion and the final option was shared.

Financial Impact

Financial impacts include costs for two additional precincts, such as voting equipment and election judge teams.  The majority of these costs will be incorporated as part of the joint powers agreement with Anoka County which is already based on population.

Public Outreach/Input

Public outreach has continued throughout the process, including contact with Anoka County and the City’s three school districts.  A webpage has also been created that includes a survey and request for feedback from the public, which will be shared at the Council meeting.

Staff Recommendation

Council is asked to hold second reading and adopt the proposed ordinance amending the City’s ward boundaries effective 2022.
