Background
Staff report prepared by Sheila Sellman, City Planner
The applicant, Mark Davis, is proposing to subdivide Donnay’s Park Outlot B into one lot and 2 outlots. The proposed plat creates one lot for an office medical building and two outlots for future development.
• Lot 1 Block 1 is 4.06 acres
• Outlot A is 5.64 acres
• Outlot B is 2.63 acres
The site is bare vacant land. All proposed lots meet the minimum requirement for the B-3 zone.
Park dedication will be due with the final plat of Lot 1 and will become due for the outlout when they are platted into lots. The 2022 park dedication rate for commercial development is $8,704/acre for a total of $35,338 due for Lot 1. This fee will need to be paid at the rate in effect at the time of the final plat, prior to release of mylars for recording at Anoka County.
A grading plan must be submitted for city approval prior to work being performed on site. Tree preservation, erosion control details, protection of existing wetlands, and lowest floor elevations to protect from flooding must be included on the grading plan.
The property is within the Drinking Water Supply Management Area (DWSMA), therefore, infiltration of storm water will not be permitted. Confirm with Coon Creek Watershed District for other required storm water treatments.
The applicant will need to receive a Coon Creek Watershed District Permit prior to any site work.
Standard utility and drainage easements must be dedicated along all lot lines, over delineated wetlands, and storm water treatment and detention basins.
Outlot A will need to provide the required wetland setback/buffer or a variance received from the Coon Creek Watershed District will need to be obtained.
Review of the proposed site plan will occur during the site plan approval process and building permit approval. This would include meeting proper fire access and parking requirements, therefore, there are no approvals being granted at this time for building/parking placement and size. Landscaping, lighting, building location and materials will also be reviewed with the site plan and are not approved with the plat.
