Executive Summary

City and County staffs will provide a brief overview of the proposed 2022 transportation projects in the City of Blaine.

Background

The City projects that are proposed for construction in 2022 are as follows:

1.                     Davenport Street and 87th Avenue - Full reconstruction of the neighborhood streets in the Davenport Street and 87th Avenue area.  Currently a feasibility report is begin prepared and will be presented to council in February.

2.                     Xebec Street and 98th Avenue - Reconstruction of the neighborhood streets in the Xebec Street and 98th Avenue area also referred to as the Hidden Oaks Neighborhood.  The feasibility report for this area was presented to council at their meeting on December 20th.  A neighborhood meeting is scheduled for January 5 to introduce the project to the residents followed by a public hearing on January 17.

3.                     2022 Street Reconstruction - A variety of areas including the Heatherwood neighborhood (123rd Avenue and Pierce Street area), the Ostmans Fair Oaks/ Carrara neighborhoods (127th Avenue and Buchanan Street area), and 129th Avenue (west of Radisson Road).  On December 7th, staff held a neighborhood meeting with the residents of 129th Avenue to review several possible street designs.  Currently a feasibility report is being prepared and will be presented to council in February.

4.                     125th Avenue Expansion - This is an Anoka County led project that will expand CSAH 14 from two lanes to four lanes from Harpers Street to Lexington Avenue. It will include a bituminous trail on the south side and introduce a signal at the intersection of Legacy Creek Parkway/ North Lakes Boulevard/ 125th Avenue.  The County will provide more information on the project.

5.                     125th Avenue/Legacy Creek Parkway/ North Lakes Boulevard - Signal improvements.  See notes in #4 above.

6.                     Radisson Road/116th Avenue - The city had an intersection study completed at this intersection in 2019.  The study reviewed several intersection alterations to improve safety as the intersection has encountered several accidents over the past 5-6 years.  This proposed project is part of the city’s 5 year CIP and is identified for construction in 2022.  An RFP is being prepared to hire a consultant to design the improvements that would create an intersection the would allow left hand turns from north and south bound Radisson Road but would eliminate the left hand turns from 116th Avenue and Arnold Palmer Drive.

7.                     Radisson Road/Could Drive - The City and County have been monitoring this intersection for the past several years and the intersection has met several signal warrants.  This proposed project is also part of the city’s 5-year CIP and is identified for construction in 2023.  This is an Anoka County led project and they would like to start design on this signal in 2022 with construction occurring in late 2022 or early in 2023.  The County will provide more information on the project at this meeting.

Anoka County Highway Department staff will present their proposed 2022 projects that are located within Blaine.

The remainder of the Street CIP for 2023-2026 is attached for review.  These proposed areas are based on the last street rating that was performed in 2019.  There are generally 3-4 areas in any one year, see attached map for locations.   The amount of construction varies from $9.5M to $12M in construction costs each year.  Staff will be proposing to update the street ratings in 2022 as part of the Pavement Management Program.
