Executive Summary
Staff has requested a proposal from Xcel Energy to install 15 street lights on the Pheasant Ride Drive corridor from Lexington Avenue west/south to the cul-de-sac. Attached to this item is the agreement for this work and the terms of maintenance for the 15 new lights.
Background
Pheasant Ridge Drive was reconstructed in 2020 and as part of that project the existing street lighting was removed. The existing lighting was in disrepair and was one of the last city-owned, operated, and maintained lights on the city street lighting system. The city’s current standard is to have electric service providers install the street lighting and then enter into an agreement for the installation, power, and maintenance. Because this project is located in a business park, EDA funds were originally identified in 2015 when initial funding sources were discussed for the overall Pheasant Ridge Drive street reconstruction project. This action approves the expenditure per the original funding plan for the project.

Financial Impact
Because this project is located in a business park, EDA funds were identified in 2015 when initial funding sources were discussed for the overall Pheasant Ridge Drive street reconstruction project. This expenditure has been identified as a place holder for EDA funds since this time.

Staff Recommendation
By motion, authorize the President and Executive Director to enter into an agreement for the installation and maintenance of 15 new street lights on the Pheasant Ridge Drive corridor.

WHEREAS, Xcel Energy provides electrical service to the Pheasant Ridge area of the city; and
WHEREAS, Xcel Energy submitted a proposal to install 15 street lights in the amount of $133,616
NOW THEREFORE, BE IT RESOLVED, that the Blaine Economic Development Authority hereby authorizes the President and Executive Director to enter into an agreement with Xcel Energy for the designated improvements in the amount of $133,616.
