Recommendation of the 2022 - 2026 Capital Improvement Plan for Park Development Funds
end
Background
At the October 26, 2021 Park Board meeting staff presented the 2022 to 2026 budget for the Parks Development Capital Improvement Plan (CIP). Staff presented the budget in detail for upcoming projects for the next five years. At the October meeting there was some missing information on the budget sheet for the Band Shell and the ending balances for the Parks CIP. Staff will present the updated version of the Parks CIP account (404) along with the Band Shell project budget (413).
Future Proposed Projects
2022: Aquatore Band Shell ($400,000) & Restroom Replacement ($400,000).
Staff has sent out an RFP for a consultant to lead the project. The Band Shell will have the restrooms attached as one structure. The Blaine Festival Committee has committed $150,000 to the project and has given the city a verbal commitment to donate an additional $450,000, totaling $600,000.
2023: Aquatore Lighting Improvements ($175,000) Part of the project focus with the band shell is improving the lighting for park safety. Right now there are only a couple of lights that are working within the park and it is very dark at night. When Cloverleaf, Lincoln and Central Avenue were repaved last year, the lighting for those streets within the park were not replaced. The current lights in the park are original from the 1980’s.
2023 Aquatore Trail and Pavement Improvements ($285,000) The trails within Aquatore park are from the 1980’s and are in poor condition and will need to be replaced. With the building of the new band shell and restrooms, there will need to be some additional trails for accessibility to the restrooms and band shell. We will also need a service road behind the band shell off of Lincoln Street for the city to access storage and for the bands and users to unload supplies.
Recommendation
By motion, recommend to City Council the 2022-2026 Capital Improvement Plan for Park Development and the Band Shell project budget.
