Topic #1

Councilmember Massoglia has submitted a request to discuss ARP Funding. Council will decide whether to proceed with discussion and direct staff to follow up and bring forward to a future workshop.

Additional Info

The City’s full allotment of ARP funds is just under $6.8 million, half of which was received in June. Council last received an ARP Funding update in early September.

Councilmember Massoglia’s proposal is to use ARP Funds for:

1.                     Fixing lift station 12 (major sewer project)

2.                     Remodeling water treatment plans 1-3

3.                     Police staffing

Strategic Plan Alignment

This request aligns with the Strategic Plan initiatives of well-maintained infrastructure, financial sustainability, growth management, and organizational health.

Urgency Level

Medium - within the next 2-3 workshops

Staff Comments

Information currently indicates that ARP could be used for items 1 and 2 under Councilmember Massoglia’s request, with additional research required to determine if item 3 (police staffing) is eligible.

US Treasury guidelines specifically state the following as eligible uses of ARP funds:

-                     Assistance to households, small businesses, and non-profits to aid in the public health emergency response and address negative economic impacts caused by the emergency.

-                     To aid hard-hit industries such as tourism; travel; and hospitality.

-                     Replace lost public sector revenue. Per results of using the US Treasury loss calculator, the city did not experience a revenue loss.

-                     Provide premium pay for essential workers. Research indicates the City does not employ the types of positions that Treasury guidelines specifically refer to regarding premium pay. Additional research is being conducted.

-                     Invest in water, sewer, or broadband infrastructure.

Staff continues its work in putting together a spending plan that incorporates US Treasury guidelines. As a reminder, ARP funds must be committed by December 31, 2024 and fully expended by December 31, 2026.

Topic #2

Councilmember Jeppson has submitted a request to discuss the sod replacement program.

Additional Info

Several residents have voiced concern regarding sod installed upon completion of city projects. The sod has not established properly and the warranty has expired. The city should consider replacement of the sod at city cost.

Strategic Plan Alignment

This request aligns with the Strategic Plan initiative of well-maintained infrastructure.

Urgency Level

Medium - within the next 2-3 workshops
