2022 General Fund Budget Update

Background
Staff will brief the Council on the status of the 2022 General Fund Budget and provide an outline of the budget process and what to expect over the next few months.
2020 General Fund Review
Department heads have prepared and submitted their 2022 budget proposals. The proposals have been reviewed by finance staff for completeness and to make any needed technical corrections. The City Manager has provided her initial review of the proposals and follow-up is taking place. Included in the proposals are a number of department head requests that are categorized as decision packages. The City Manager will decide which decision packages will move forward for further consideration as part of the City Manager’s 2022 Preliminary Budget. The City Manager’s 2022 Preliminary Budget will be the basis for discussion at the Small Group Budget discussions that will take place over the next couple weeks. The Small Group discussions will be the Council’s opportunity to review the City Manager’s 2022 Preliminary Budget with the City Manager and Finance Director and to ask questions, get clarifications, and provide feedback on the budget before broader discussion takes place at the August 16 Council Workshop.
There are currently 18 decision packages that have been submitted and are under review. Of the 18 submitted, eight are proposing either additional or a reallocation of staff; five are proposing enhanced employee training or development; three involve enhanced technology; and the remainder are for expansion of existing programs. Again, no decision has been made at his time as to which of these decision package proposals will be moving forward in the process.
Finance staff continues to work on developing 2022 revenue scenarios and a full budget summary will be available for Council review at the small group discussions. Additionally, staff will review with Council the 2022 tax levy scenarios that are currently under development.
Pursuant to Minnesota statutes, the 2022 Preliminary General Fund Budget and tax levy will be adopted in mid-September. Further refinement of the tax levy and the General Fund budget will continue throughout the fall. Concurrent with continuing General Fund Budget discussions, staff will present proposed budgets for the eight additional funds for which the city budgets, as well as proposed updates to the City’s Capital Improvement Plan.
Staff Recommendation
The item is mostly informational and to confirm Council’s previous direction in establishing the 2022 preliminary tax levy.
