Title

Approve Additional Appropriation and Proposals for Public Works Facility

LED Light Fixture Replacement and Retrofit

Executive Summary

Approve contracts to replace or retrofit outdated light fixtures in the public works facility to LED to improve lighting quality, improve energy efficiency, and reduce long term costs.

Background

The lighting in the Public Works Vehicle storage bays and Mechanics Maintenance shop are a mix of old style fluorescent and halogen fixtures.  Repair and replacement expenses have been increasing in recent years and staff requested the city’s facilities maintenance contractor to investigate options.  An analysis has revealed that the City can see significant savings by upgrading to or replacing older fixtures to LED lighting.  Rebates are available now to help defray the costs for the work.  The upgrade will improve the quality of lighting throughout the facility and also provide real costs savings in a relatively short period of time with lower energy consumption.

Strategic Plan Relationship

This action relates directly to the City of Blaine Strategic Plan Item No. 6 - Well Maintained Infrastructure.

Financial Impact

Initial cost for improvements to the vehicle storage areas is $67,417 with a rebate of $12,058 for a net investment of $55,359.  The ROI is 2.73 years.  The cost to upgrade the mechanic’s maintenance area is $23,818.00 with a rebate of $4,420.00 equaling a net investment for this proposal of $19,398.00. The ROI for the system is 2.68 years. Finance staff have reviewed the proposal and independently reviewed the data and concur with the cost-effectiveness of the project.

As this item was not budgeted in the 2021 Facilities Capital Improvement Plan, the City Council would need to approve an appropriation. Staff is requesting a transfer of 2021 unrestricted General Fund reserves to the Facilities Capital Improvement Fund to cover these expenses.
