Approve Expenditure for AXON Contract Renewal
Executive Summary
The Blaine Police Department has a contract with AXON Enterprise Inc. for squad video cameras, body worn cameras (BWC), Taser information and a digital evidence system. Staff is requesting Council approval of a payment of $192,730 on this contract for 2021 pursuant to Section 6.05 of the City Charter which requires Council approval of all expenditures in excess of $50,000.
Background
The Blaine Police Department instituted police squad cameras in 2011 and body worn cameras (BWC) in 2017. In 2020, Council approved upgraded technology and a new vendor to combine both the squad cameras and the BWCs. The contract approved in 2020 is a 5-year contract through the State Cooperative Purchasing Program. The base annual cost is $185,000 and is subject to additional per-officer charges if officers are added to the 2020 base. The contract calls for upgrading equipment twice during the contract period at no charge and replaces damaged or inoperable pieces of equipment at no additional charge. The system has proven to be valuable and cost-effective as it provides storage and access to a significant amount of information in a single location. City Council approved the contract in 2019 (MO19-209) and appropriated funding for 2021 with the adoption of the 2021 General Fund Budget in 2020.
