Title
Declaring Surplus Property and Authorizing Sale, Donation, and/or Disposal Thereof
Executive Summary
Per City Policy, surplus property must be declared as such by resolution prior to disposal, sale, or donation of the items.
Background
As City Hall renovations quickly approach, the third floor must be prepared for construction. Currently, the third floor is primarily being used for storage. Each department has been asked to go through their items on the third floor to determine if they have any surplus. At this time, there are a number of items that can be declared as surplus. Policy allows for the following disposal methods for surplus property:
1. Disposal by public auction
2. Disposal by donation - property may be transferred or donated to another public or non-profit corporation.
3. Disposal in the trash if determined the items have no useful life or parts and has no value.
A list is attached of the items being requested to be declared as surplus.
In addition to declaring this property as surplus, staff is seeking Council approval to donate the usable and relevant equipment to other municipalities or non-profits. The League of Minnesota Cities hosts a marketplace where the items can be listed at no cost to members. Staff is also seeking approval to dispose of broken items with no useful remaining life. Due to the small amount of items and the short time frame before construction, staff does not believe an auction would be profitable.
Staff Recommendation
By motion, adopt the Resolution.
