CONSENT AGENDA - Jon Haukaas, Director of Public Works
Title
APPROVE CAPITAL EQUIPMENT PURCHASE IN SEWER AND WATER ENTERPRISE FUNDS
Background
Staff is requesting Council approval for the purchase of two capital equipment items budgeted and approved by the City Council in the Capital Equipment budget, water fund and sanitary sewer fund.
The purchase of a Valve Maintenance Operator and Trailer was approved as part of the 2019 Water Enterprise Fund budget. This tool will allow staff to create a standardized preventative maintenance program. A regular valve operation and maintenance program ensures that the control valves on our system are operational when needed and reduces the extent of water outages during a shutdown. The tool includes a vacuum system to clear debris from a valve box prior to operation. Prior to this clean a valve box required us to bring in our large sewer vactor machine which was extremely inefficient for such a large piece of equipment. The tool also includes an automated valve operator that measures the torque required to operate the valve. Excess torque is a direct indicator of condition of a valve and will give us the ability to monitor the condition of the valve on an annual basis. Finally the software included with the tool will export condition, location, and inventory data to our Asset Management System.
The purchase of the Sewer CCTV Inspection Camera and Van was approved as part of the 2019 Sewer Enterprise Fund budget. This is a replacement for an older unit that has had high repair costs for the past several years. The downtime on this unit has not allowed us to conduct a standardized inspection program. The new unit and associated programs will allow us to perform regular pipe inspections with nationally recognized condition assessments to identify potential failure points before they become serious problems. These condition assessments and inventory data can also be exported to our Asset Management System.
Financial Impact
Sufficient funds were budgeted through the 2019 process in the Capital Equipment Fund. The Valve Operator came in slightly higher than anticipated due to cost increases from last year, however there are enough funds to cover this slight overage as the two pickups purchased this year were over $15,000 under budget.
