Background

At the May 4 Council meeting, discussion was held regarding the process surrounding emergency declarations, differences between a city manager form of government versus a city administrator form of government, and clarification of powers in both those roles and with the City Council.  The City Attorney will be providing information at the workshop regarding these topics and a memo from the City Attorney is attached.

Council discussion and direction if needed.
