Title

AUTHORIZE CHANGE ORDER IN THE AMOUNT OF $145,269.13 FOR SCADA SYSTEM IMPROVEMENTS FOR ADDITIONAL WORK PERFORMED

Background

On December 18, 2018, this project was awarded to Killmer Electric Company, Inc. in the amount of $3,174,278 via Resolution 18-233 for the hardware component replacement of Supervisory Control and Data Acquisition (SCADA) equipment at multiple locations throughout the City.

The scope for the project was the control panels at our Water Treatment Plants, Wellhouses, Lift Stations, Water Towers, and central control at the Public Works Facility.  At that time it was known that additional scope would eventually be required to conduct similar related work at the Booster Station Well 16 site located at Sunnyside Park and adjacent to the 5 Million Gallon ground storage reservoir.

Barr Engineering has completed their evaluation of the site and developed a Scope of Work to complete the upgrades.  This additional work falls outside of the approved project scope / budget and consists of additional work that was not on the original bid documents:

•                     Replacement of the control panel to match recent upgrades.

•                     Install new VFD for Booster Pump 2.

•                     Replacement Check Valves and Fill Valves.

To maintain standardization of our components and to expedite the process, we are recommending to amend the Scope of Work to the existing contract with Killmer Electric Company to complete this work.

Killmer Electric Company has provided a proposed contract change based on the project evaluation and needs.  Staff and our consulting engineer have reviewed this proposal and agree that the costs are reasonable and appropriate.

There are sufficient funds available in the Sewer Enterprise Funds for this Change Order.

Recommendation

By motion, approve a Change Order in the amount of $145,269.13, authorizing the additional funds be added to the approved budget for a total budget including contingency of $3,636,975.13, and authorize the Director of Public Works to sign said Change Order.
