CONSENT AGENDA - Dan Schluender, City Engineer
Title
AUTHORIZE INSTALLATION OF REGULATORY SIGNS
Background
Installation of regulatory stop, no parking and speed limit signs require authorization by City Council. The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices and Minnesota State Statutes. Intersections are reviewed for the type of regulatory sign to install. Stop signs are installed at street intersections with main through streets.
Lever Street north and south of 125th Avenue was constructed to State Aid standards for parking on one side only, so No Parking signs need to be authorized by Council to be installed. It is proposed that parking be restricted on the northbound side of Lever Street from 125th Avenue to its northern terminus, and on the southbound side near Sunrise Elementary School where turn lanes restrict available street width for parking.
Prior to reconstruction, Lever Street was an unimproved road with a statutory speed limit of 55 miles per hour. State Statutes require Council authorization to declare the road as “Urban District” and thus able by statute to post the road at 30 miles per hour. A school zone speed limit of 20 miles per hour is also proposed for Sunrise Elementary School on Lever Street from 260 feet north of 125th Avenue to 1,000 feet north of 125th Avenue when children are present.
Recommendation
By motion, approve the resolution.
