Title

GRANTING A CONDITIONAL USE PERMIT TO ALLOW FOR A PILATES STUDIO IN A B-2 (COMMUNITY COMMERCIAL) ZONING DISTRICT LOCATED AT 10731 UNIVERSITY AVENUE NE, SUITE 230. BODY SENSE PILATES AND WELLNESS STUDIO. (CASE FILE NO. 19-0014/EES)

Schedule of Actions

City Council (Conditional Use Permit)

04/15/19

Background

The applicant, Body Sense Pilates and Wellness Studio, is proposing to occupy a tenant space in the multi-tenant building known as Oak Park Plaza, which is located to the south of the Cub Foods at 109th Avenue and University Avenue. According to the Zoning Ordinance, recreational facilities and uses such as this require a conditional use permit. A similar conditional use permit was issued in 2016 to Anytime Fitness for a 5,000 square feet fitness center.

Body Sense Pilates will occupy 1,895 square feet of the multi-tenant building. The floor plan for the building includes two studio spaces, two changing rooms, a restroom, office, and storage area. The two spaces will be used for different classes, and will not be used at the same time. The attached narrative outlines the services offered and the operations of the studio.

Classes will occur throughout the day, with most classes in the morning or late afternoon and evening. Hours will be 8:00 am to 8:00 pm weekdays and 8:00 am to 12:00 pm on Saturdays. The studio will not generally be open on Sundays but may be open for workshops.

The studio will have two employees and a typical class size of 8-10 students with studio space for up to 15 students. The shopping center has ample parking, with sixteen spaces directly in front of this suite. Within the shopping center, there are four existing businesses: a hardware store, nail salon, liquor store, and fitness center and seven vacant spaces being renovated by the property owner.

The site plan was reviewed as part of the Oak Park Plaza/CUB redevelopment in 2016 and meets all site and code requirements.
