Background
The applicant is requesting a conditional use permit amendment to allow exterior improvements on the south side of the Blaine High School campus. Schools are considered conditional uses in the R-1 (Single Family) zoning district, and Blaine High School has had some amendments to their original conditional use permit over the years. Most recently, in 2018, the City Council approved an amendment to a Conditional Use Permit to allow new classrooms, cafeteria space, gymnasium, and offices at Blaine High School. This work is ongoing at this time. A conditional use permit amendment is currently needed to allow for the construction of additional parking and reconfiguration of the tennis courts on the south side of the campus, adjacent to 125th Avenue Northeast.
The additional parking spaces are needed to accommodate the growing student population and the reconstruction of the tennis courts is needed to correct drainage issues with the current tennis courts. A total of 219 new parking stalls are proposed. The number of tennis courts will remain at 12, but will be reconfigured. A large stormwater basin is proposed south of the proposed parking and tennis courts.
One hundred sixteen significant trees are currently proposed to be removed as part of the project, 34 of which are green ash. The area of the proposed work is four acres, which corresponds to a 32 tree maximum tree replacement requirement. The applicant has proposed 31 overstory deciduous trees meeting the minimum caliper requirement and two coniferous trees meeting the minimum height requirement. Therefore, the 33 trees will meet the tree replacement requirement.
All new lighting on site must be approved by the Planning Department prior to installation. Any new pole mounted lighting must match existing lighting and must be downlit and shielded to prevent glare or spill. Pole heights cannot exceed 35 feet, which is the tallest fixture currently on the site.
Site plan approval is required for the improvements. A site improvement performance agreement will also be required prior to any work being performed on the site. This agreement includes an escrow to cover all proposed work on the site.
A permit from Coon Creek Watershed District must be obtained prior to any work being performed on site. The proposed storm sewer design will need to be modified to remove the storm sewer connection to the City’s Jefferson Street storm sewer and routed to the proposed stormwater basin.
