WORKSHOP ITEM - Robert Therres, Public Service Manager

Title

105TH AVENUE UPDATE

Background

At the May 4, 2017 Council Workshop, City Council asked that design information from the 105th Avenue reconstruction project be brought back to a Council Workshop.  Attached is a technical memorandum from WSB, the City’s Consulting Engineer, hired in 2014 to design and prepare construction plans for this project.  The memorandum dated April 7, 2015 was prepared to explain the safety benefits and attempt to reduce speeds with the attached design layout that includes the existing traffic signal at Davenport Street and a roundabout at each main entrance to the National Sports Center.  Also attached is literature from the Federal Highway Administration on medians for pedestrian safety that was presented by WSB to the City Council at their March 12, 2015 Council Workshop.

The Council also asked to invite the National Sports Center to discuss their master planning process prior to the 105th Avenue project being advertised for the bidding process. Representatives from the NSC will be present for this workshop discussion.

At this Workshop, staff will present a Council requested perspective view prepared by WSB of 105th Avenue if raised for a pedestrian underpass and also a video perspective of how the road would drive if raised.

At the time of writing this Workshop item, the final bonding bill of the Legislature has not been approved.  In anticipation of receiving the $3.2M from the Legislature, a Council action item is on tonight’s Council meeting agenda to authorize the project to be advertised to start the bidding process in order to start construction in August of 2017 after the USA Cup Tournament.
