Executive Summary
This project will consist of furnishing and installing monument signage and lighting on the southeast corner of TH65 and 89th Avenue NE. This monument sign is proposed to be funded by the EDA. This site previously had a sign that was removed in 2022. The proposed sign design is attached.
Background
In 2018, city staff inventoried the City’s entrance monument signs. Designed and erected in the late 1980s, due to their age and condition, the signs needed to be replaced. The 2018 map for potential new sign locations is attached.
Staff, with consultation from the City Council, created a multi-year plan for replacement of the monument signs with first priority being the Pheasant Ridge/Lexington Avenue monument sign which was constructed in 2021/2022. This was done first as it was part of the street reconstruction project for Pheasant Ridge Drive. The sign at TH65 and 89th Avenue was identified as the next sign to be replaced. In summer of 2022, the Blaine Public Works department demolished the remaining outdated monument signs, including the sign at TH65 and 89th Avenue to prepare for next steps.
A Request for Proposals (RFP) was sent out on January 9, 2023, and bids were received electronically on 3PM, January 27, 2023. The lowest bid was received from Albrecht Company in the amount of $103,570 which includes $96,180 for the sign and $7,390 for lighting. Not included in the bid is the cost to install electric which will be done separately by Xcel Energy. The overall bid tabulation is attached.
Staff will continue to implement the replacement program via budgeting in the future. Given the costs of the signs, it is practical to complete one sign per year until the goal for the replacement and new sign locations are complete.

Financial Impact
The project will be funded by the EDA general levy. The 2023 EDA budget identified $100,000 for the sign. The proposed bid is slightly higher than the budgeted amount, however nominal, and the remaining $3,570 is available from existing EDA fund balances.

WHEREAS, pursuant to advertisement for bids requirements, said bids were received on January 27, 2023, electronically opened and tabulated according to law; and
WHEREAS, Albrecht Signs submitted the low bid in the amount of $103,570;
NOW THEREFORE, BE IT RESOLVED, that the Blaine Economic Development Authority hereby approves
1. The President and Executive Director are hereby authorized and directed to enter a contract with Albrecht Signs for the designated improvements in the amount of $103,570.
