Approval of Addendum to 105th Avenue Master Planning Services Contract
end
Consider approving a $5,000 expenditure for additional services related to the 105th Avenue master plan design contract.
Background
In October 2021, the EDA approved a contract with Sperides Reiners Architects (SRA) to provide architectural services to prepare the 105th Redevelopment Area Master Plan. Two additional consultants were involved in the project. The scope of work included attending multiple city council workshops and preparing various architectural iterations of the plan, including preparing of the final document that was the basis for the master developer selection process that occurred in November 2022.
The consulting team proposed a budget of $65,000 to complete the work. Staff did not have an anticipated budget identified due to the unknown amount of work required by the consultant. However, when compared to the Northtown Planning study which had an identified budget of $100,000, staff felt the proposed $65,000 budget was reasonable based on the type of work being provided. The work was funded from the EDA general fund.
Work was completed in June 2022 and the master plan was approved by the EDA/City Council. The consultant contacted staff after the work was completed stating there were approximately $18,000 in additional costs incurred by their team to complete the necessary work. Staff was disappointed that the consultant did not inform staff earlier when expenditures were close to the approved $65,000 approved expense. After several discussions, the consultant has asked the additional expenses to be capped at $5,000. Staff believes this amount is reasonable as there were additional meetings and work that was completed that was not anticipated with the original $65,000 bid.

Financial Impact
The original approved expenditure was $65,000. Staff did not have an anticipated budget identified due to the unknown amount of work required by the consultant. However, when compared to the Northtown Planning study which has an identified budget of $100,000, staff felt the original $65,000 budget was reasonable based on the type of work being provided and that the additional $5,000 is justified based on the amount of work that was asked of the consultant to complete the project. Consistent with the original contract, the additional amount would be funded from the EDA general fund.
Staff Recommendation
By motion, approve the additional $5,000 expenditure for master planning services for the 105th Avenue redevelopment area.
