Background

The City of Circle Pines has requested that the City of Blaine add 87^th Avenue from Lexington Avenue (CSAH 17) to the eastern city limits to its Municipal State Aid (MSA).  Due to certain rules in designating MSA routes in order for Circle Pines to add the 87^th Ave/Canterbury Road to their MSA system they would need to Blaine to also add this segment to its system.

Blaine has 0.36 miles of additional mileage to designate as MSA routes after the previous proposed revisions.  The proposed section of 87^th Avenue would add another 0.25 miles.  (see attached map). 

Add the following streets:

1.                     87th Avenue (0.25mi) from Lexington Avenue (CSAH 17) to East City Limits (Circle Pines)

Approximately 0.11 miles remain to be designated on future routes.  Using as much of the allowed mileage would benefit the city with a higher distribution of MSA funds. 

Staff Recommendation

Direct staff to review proposed revisions with MnDOT’s Municipal State Aid office and prepare a resolution for City Council action.
