end
Background
Council members participated in small group discussions between August 2 and August 10 during which staff presented the City Manager’s initial General Fund budget and a recommendation for the Preliminary Levy. Council had the opportunity to provide feedback, topics for future council workshops, and ask questions. In response, staff produced a final copy of the presentation from the small group meetings which includes additional details within the presentation and a supplemental attachment with question and answers and topics requested for further discussion by council. The updated packet was shared at the September 12, 2022 council workshop and is attached to this item.
During the September 12 council workshop, discussion was facilitated regarding the council requested topics. Per that discussion, council opted to pursue an increased preliminary levy for both the General Fund and Economic Development Authority (EDA) Fund. The purpose of the increase was to provide adequate revenue for council to explore different service levels in both the General Fund and EDA Fund budgets. For the EDA, Council requested further discussion around increases of service levels for key development opportunities in Blaine including the 105th redevelopment and the Northtown Mall redevelopment. In the General Fund, council requested further discussion around increased service levels for medians maintenance along identified core corridors within the city.
The council adopted a preliminary levy for the General Fund, a preliminary levy for the EDA fund, and a preliminary budget for the General Fund at the September 19, 2022, council meeting. The resolutions, RES 22-149, RES 22-150, RES 22-151, and EDA RES 22-08, certifying the preliminary levy to the county are attached.
Staff is bringing forward the department detailed budgets for the General Fund and the EDA fund budget for council discussion. Based on council guidance from the September 12 council workshop staff has assembled recommendations for increased levels of service related to general fund budget and median maintenance and the EDA budget and upcoming key redevelopment projects for the city. Detailed budgets and service level recommendations are included in the attached presentation.
