Aquatore Bandshell
end
Background
At the May 2, 2022, council workshop meeting, staff presented council with a revised architectural rendering of the Aquatore bandshell. This latest version had a cost estimate of $2,431,930. In an effort to reduce costs, Council directed staff and ISG (consulting architect for the project) to reduce the square footage of the bandshell in an effort to reduce costs by $500,000. Staff returned on June 20, 2022 with a revised plan with the reductions that were requested by the council. The cost estimate with the reduction was $1,883,218. The festival committee and the council were not fond of the designs and informed staff and ISG to modify the design with improved roof designs that looked like a bandshell, and to explore adding a tuck-under storage garage for the project. ISG has created a design with tuck under garage and new roof options. Staff and Representatives from ISG will present a revised design of the bandshell with different roof options for the project.
The project total in the 2022-2026 parks capital program (CIP) is $1,347,500, as approved by Council on January 19, 2022. Included in that total is $922,500 for design and construction of the bandshell and restrooms; $175,000 for lighting and $250,000 for trails and pavement improvement.
Staff has met with ISG and the Festival Committee to discuss interior products for the bandshell and ISG provided an update of the cost estimate for the project. As Council is aware, since the development and adoption of the budget, building material and other construction related costs have dramatically increased. Per the latest revised estimates from ISG, below is the status of the project’s budget for option 3 with the tuck under garage:

Initial project funding sources are a combination of donations from the Blaine Festival Committee ($650,000); park dedication fees ($247,500); and directed tax levy ($75,000). With the revised estimates from ISG, there is now a funding gap of $2,551,225 for the project. The Festival Committee may be willing to donate an additional $350,000 which would lower the gap to $2,201,225.
The projected fund reserve in the park development fund at the end of 2022 is $6.35 million. If the funding gap is covered by using reserves, it would reduce the reserves to between $3.8 and $4.15 million, depending on whether additional donations are received.
The below plan shows what the project revenues would look like if the $350,000 in donations is received and the remaining funding gap is covered with park development fund reserves. Fund reserves are made up of park dedication fees, which are a limited resource and should be used strategically.

If Council remains supportive of this project, the following provides options to consider for aligning the project with funding:
1. Reduce scope of the project
• Elements/features supported
• Elements/features to remove or adjust
2. Reduce/remove/postpone future projects and allocate funding to Aquatore improvements. Future projects include improvements at LAC, the Baseball Complex (BBC), and Jim Peterson AC
3. Potential additional funds
• Park dedication fees - due to conservative revenue estimates in the adopted 2022 operating and capital budgets, actual revenues are expected to exceed original estimates because of several multi-family housing development projects that have been approved.
• Donations - the Blaine Festival Committee has been extremely generous with donations up to this point and has indicated there could be additional funds available for the project
Staff Recommendation
Staff is seeking Council input and direction regarding support for the revised bandshell concept and funding options for Aquatore Park as outlined above. Staff is seeking approval to go out for bid to see what the real numbers look like for the project.
