Executive Summary
Authorize the Mayor and City Manager to enter into a Professional Services Contract with Automatic Systems Co. for on-going technical support and software integration service of Blaine’s Supervisory Control And Data Acquisition (SCADA) systems, in an amount up to $100,000.00.
Background
In 2018 the City initiated a Request for Proposals process for utility Supervisory Control And Data Acquisition (SCADA) system software integration. Through that process the City Council selected Automatic Systems Co. (ASC). The work was phased. The initial contract was awarded on August 2, 2018 by Motion MO 18-103. The second contract was awarded on February 7, 2019 to complete additional integration and installation of a data historian software and server.
These services are necessary to ensure the on-going operation of the City’s SCADA system. Programming modifications and adjustments are regularly needed as equipment and/or operational changes occur.
This action awards a contract with Automatic Systems Co. (ASC) to provide on-going programming and support services. The initial work will complete the integration of the upgrades to our Well16/ Booster Station site.

This project will be funded through our Water and Sewer Enterprise Funds where sufficient funds have been budgeted in contractual services.

Staff Recommendation
By motion, authorize the Mayor and City Manager to enter into a Professional Services Contract with Automatic Systems Co. for on-going technical support and software integration service of out SCADA systems, in the amount up to $100,000.00. Staff continuously monitors the work requests and remaining budgets. Any work outside this scope or exceeding this value will be brought back to Council for separate approval.
